This is a Special Notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopsis of Proposed Contract Actions. This announcement constitutes the only Notice of Intent (NOI) to Sole Source (SS) and synopsis of proposed action. The Department of Veterans Affairs Michael E. DeBakey VA Medical Center (MEDVAMC) Network Contracting Office (NCO) 16 intends to issue and award a Sole Source single award Firm-Fixed Price type contract order with a performance period of one (1) year plus four (4) option years to BIOMERIEUX INC. located at 515 S COLOROW DR SALT LAKE CITY YT 84108, for BioFire Torch Analyzer Reagents at the MEDVAMC, located at 2002 Holcombe Boulevard, Houston, TX 77030. Based on our initial market research and due to proprietary concerns, we have found that only one reputable source can provide the BioFire Torch Analyzer Reagents listed below. The contract will be a Firm Fixed Price single award order against a VA FSS contract 36F79724D0020. The statutory authority for this non-competitive acquisition as implemented by FAR 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The North American Industrial Classification System (NAICS) code for this procurement is 325413, with a small business size standard of 1,250 employees, and the FSC/PSC is 6550.
