The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement Unusual and Compelling Urgency. The applicable NAICS Code is 621991 Blood and Organ banks, with a small business size standard of $40,000,000.00. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using blood and blood products, to the Contracting Officer within ten (8) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement, show experience providing blood and blood products and be an active Food and Drug Administration (FDA) registered or licensed blood bank entity, community(non-hospital) blood bank nonprofit corporation, accredited by AABB(American Association of Blood Banks) and The College of American Pathologists (CAP).
