The unit must perform comprehensive vascular testing, including Ankle-Brachial Index, Toe-Brachial Index, segmental pressures, pulse volume recordings, photoplethysmography, and Doppler studies, and support arterial and venous protocols such as reflux testing, exercise testing, and thoracic outlet evaluations. It should feature bi-directional Doppler with dual-frequency probes (4 MHz and 8 MHz) delivering real-time audio and visual waveforms; plethysmography integration with toe/finger PPG sensors and clips; pneumoplethysmography for limb-volume changes; and an automated multi-port cuff-inflation system supporting up to 12 cuffs with all necessary cuffs and accessories. The system should have a touchscreen user interface, be mounted on a mobile cart with storage drawers and swivel wheels, include wireless handheld control, and provide robust data management and connectivity.

Additional requirements include Windows-based software with customizable protocols, DICOM and HL7 integration for EHR interoperability, and export options (PDF, JPEG, XML, CSV) to support EMR compatibility. It must comply with medical-device standards (IEC 60601-1, ISO 13485) and HIPAA. Onsite training for technologists is required. Respondents must show authorization to distribute the manufacturer’s Parks Flo-Lab, provide a capability statement, SAM registration, tax ID, and indicate the applicable business category (SDVOSB, VOSB, Small, or Other Than Small).
