This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs on behalf of James J. Peters VA Medical Center, intends award to award a Firm Fixed Price (FFP), sole source action to: Name of Contractor: Stryker Sales, LLC DBA Stryker Endoscopy Street Address: 5900 Optical Court City, State, Zip: San Jose, CA 95138 James J. Peters VAMC has a requirement for an FCC compliant endoscopy surgical system that is compatible with the medical centers existing Stryker equipment. Market research was conducted in accordance with FAR Part 10, and identified the 1688 Stryker Endoscopic Surgical System as capable of meeting the mandatory minimum requirements established by the VA: Camera control unit (CCU) must be both 1080p and 4K compatible within the same console. Must have integrated device control from camera head. Must have shutter lighting automatic adjustment technology built into camera and light source. Light source must have safety feature designed to turn the light off when the cable is disconnected. Must have near-infrared (NIR) illumination for fluorescence imaging using indocyanine green (ICG) and transillumination of the ureters. Must be compatible with existing Stryker arthroscopy cannulas and hardware. In accordance with FAR Part 8.405-6, it has been determined that only one source is reasonably available to meet the minimum salient characteristics and compatibility required; No other systems were identified in the market research phase. Additionally, Stryker Endoscopy has presented themselves as the manufacturer and sole distributor of this system. Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels. This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 12:00 PM Eastern Standard Time on July 14, 2025.
