NOTICE OF INTENT TO AWARD SOLE SOURCE The Department of Veteran Affairs, Network Contracting Office (NCO) 16, in support of Michael E. DeBakey VA Medical (MEDVAMC) Center Houston, TX intends to solicit and award a Sole Source, Firm-Fixed Price contract to Medtronic located at 826 Coal Creek Circle, Louisville, CO., for a one time purchase of one (1) Midas Rex MR8 high speed drill system (Medtronic Midas Stealth Drill). Navigable with the Stealthstation S8 navigation platform, it will seamlessly integrate with other technologies within the Medtronic Navigation surgical space, which is currently in use at MEDVAMC. Warranty and support must cover all components of the requirement in accordance with standard manufacturer s warranty. The NAICS code utilized for this procurement is 339112 with a Small Business Size Standard of 1000 Employees. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13 in accordance with (IAW) FAR Part 13.106-1(b) Soliciting from a single source. The anticipated award date is September 1, 2025. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s ability to meet this requirement and their original equipment manufacturer (OEM) authorization letter. The government reserves the right to verify any request for additional documentation submitted. Interested parties shall identify their interests, provide OEM authorization, the capability to meet the government requirements and respond to this notice within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed and forward responses by e-mail to Arlene A. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 16 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after August 8, 2025 @ 4:00 PM (CST), no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Medtronic.
