Summary

AI-generated · Sep 14, 2025

Maintenance and service for 10 STERIS sterilization systems in the Central Sterile Room aboard the USNS Comfort Medical Treatment Facility, covering cleaning, disinfection, and sterilization (by steam and/or chemical means). Work must follow the Original Equipment Manufacturer plan for inspection, repair, and preventive maintenance to keep the units operating at designed efficiency and capacity, with compatibility in form, fit, and function and use of only original manufacturer parts due to proprietary systems.

This is a sole-source, firm-fixed-price action intended for delivery starting around September 22, 2025, to STERIS Corp., the current provider. The requirement is packaged as a single-supplier procurement under Simplified Acquisition Procedures (FAR Part 13) with all terms, conditions, and applicable clauses included in attachments; the OEM-defined scope governs the maintenance, and the systems support CP25 missions and potential humanitarian or contingency operations.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. It is anticipated that a sole Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Part 13 to a small business. The applicable NAICS and size standard are 339112 and 1000 employees, respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, BUMED/FM and C Directorate intends to acquire on a sole source basis, the cleaning, disinfecting and sterilization (by steam and/or chemical means) to the 10 STERIS systems in the Central Sterile Room (CSR) onboard the USNS Comfort Medical Treatment Facility. The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed / performing. There are 10 STERIS systems located in Central Sterilization Room onboard and are the only means of cleaning, disinfecting, and sterilization by steam and or chemical methods. These units can only be maintained by original manufactured parts due to propriety systems. These units are located in the MTF TAH-20 USNS Comfort. The scope of work performed under this specification is defined by the Original Equipment Manufacturer (OEM) plan for the inspection, repair and preventive maintenance, to ensure continuous operation at their designed efficiency and capacity. These critical components are required in support of CP25 mission and future humanitarian and or contingency operations. This is a combined SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 5.2, using Simplified Acquisition Procedures for purchase orders at FAR Part 13 and FAR Part 12 Acquisition of Commercial Items. The proposed firm, fixed-price action is for supplies for which the Government intends to solicit and negotiate with only one source as a SAP action under FAR Part 13. STERIS Corp., a small business, is currently supporting this need by providing parts, maintenance and service to the existing STERIS Systems Sterilization Unit. The date of delivery will commence on or around 22 September 2025. This announcement consists the only solicitation, a written solicitation will not be issued. This notice of intent is not a request for competitive quotes. This is the only RFQ for this requirement, it includes all the terms and conditions as well as applicable FAR, DFARS and NMCAR clauses and provisions with respect to the anticipated purchase order (see attachments). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
