This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a Sole Source, Firm-Fixed Price Single Award Contract with only one source, Censis Technologies, Inc. This procurement is for Censis Fiber Laser Marking Equipment for Sterile Processing Service (SPS) at Bay Pines VA Health Care System. This equipment will replace outdated electrochemical etching systems, eliminate the use of etching tape, and must be compatible with existing Censis Technologies software already in place at the medical facility. This action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 12.102(b) and 41 USC 1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government s belief that the proposed candidate is the only authorized provider of the Censis Laser Marking Equipment (CT0206) that can meet the agency s needs. Interested parties may identify their interest and capability to respond to the requirement. All responsible sources may submit a quotation which will be considered by the agency. This notice of Intent is not a request for competitive proposals, and no solicitation is available. Any response received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. The Bay Pines VA Healthcare System, at 10000 Bay Pines Blvd, Bay Pines, FL 33744, has a requirement for Laser Making Equipment (brand name or equal). All vendors must be properly registered in the System Award Management database (SAM) and SBA Small Business Search (SBS). Price quotes shall include the Unique Entity Identifier (UEI) Number, SBA Dynamic Small Business Search (DSBS) SDVOSB certification, any other supporting information for the price submitted, and any items identified in ADDENDUM to FAR 52.212-1 Instructions to Offerors. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 1,000 Employees. The solicitation will be available on or about May 4, 2026 and will be distributed solely through the SAMs website (www.SAM.gov).
