Summary

AI-generated · Jul 07, 2026

The Department of Veterans Affairs intends to award a sole-source purchase order to Cynergy Professional Systems, an SDVOSB and authorized distributor of Johnson Controls products, to supply Personal Identity Verification (PIV) readers that are compliant with federal standards and compatible with the existing Johnson Controls access-control system. Cynergy already provides maintenance and support for the current system, so awarding to the same source will ensure seamless integration of new readers, minimize compatibility risks, avoid duplicative maintenance contracts, and reduce lifecycle costs.

This is not a solicitation. However, interested parties may identify their interest and capability within seven calendar days of publication. To be considered, responders must be SAM-registered and provide a current distributor letter from the manufacturer. Submit capability documentation describing relevant experience and ability to meet the requirements by email, using the subject line “RESPONSE TO INTENT TO SOLE SOURCE 36C24926Q0291.” All documents will not be returned, and the government will determine whether to pursue a competitive procurement based on the responses.

Special Notice Special Notice Page 4 of 4 Special Notice *= Required Field Special Notice Page 1 of 4 The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source purchase order to Cynergy Professional Systems an SDVOSB that is an authorized distributor of Johnson Controls products and can provide Personal Identity Verification (PIV) readers that comply with all applicable federal standards. Cynergy is the current contractor providing maintenance and support for the existing Johnson Controls access control system infrastructure. Awarding this requirement to the same source will ensure compatibility with the existing equipment and enable the newly installed PIV readers to be seamlessly integrated into the current access control system and maintenance program. This approach minimizes system compatibility risks, avoids duplication of maintenance agreements, eliminates the need for an additional maintenance contract, and reduces overall lifecycle costs. Procuring compatible PIV readers through the existing maintenance and support framework will ensure uninterrupted system performance, simplify maintenance, and provide a cost-effective solution for the Government.
