An alternate supplier must qualify under the design-control procedures approved by the government engineering activity, and the award will be made only if the supplier meets the qualification requirements at the time of award.
A later sources-sought notice indicates the government plans to solicit from one or a few qualified sources because the government does not possess the necessary data to manufacture the item. Interested firms may respond with capability statements, and source approval may be required before being solicited. The final solicitation (when issued) will include detailed requirements such as item identification and valuation, MIL-STD markings and packaging, various Buy American and reporting provisions, annual representations and certifications, and other standard contract quality and regulatory clauses. The procurement is for 7 units, with delivery terms defined in the solicitation, and incorporates higher-level contract quality requirements.
