Presolicitation Notice Subject: Pre- Solicitation Notice for Solicitation No. 140R6025Q0047 Static Excitation System upgrades (Yellowtail Powerplant, Canyon Ferry Powerplant) Notice Type: Pre-Solicitation Notice Synopsis: This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about 6/23/2025, posted to the SAM.gov website. No additional documents will be available until the solicitation is issued. The U.S. Department of the Interior, Bureau of Reclamation, Great Plains Regional Office is issuing a Request for Quotation (RFQ) to remove all existing control components, install the new equipment, implement, and provide latest configuration and setting files, test, and commission the exciters for each generating unit at both Yellowtail Powerplant (Big Horn County, Montana) and Canyon Ferry Powerplant (Lewis and Clark County, Montana). The contractor is to provide all labor, tools, parts, materials, designs, drawings, manuals, software, configuration files, transportation to and from both Yellowtail and Canyon Ferry Powerplants. IAW FAR Part 6.203, this procurement action is being solicited as a total small business set-aside. The North American Industry Classification Systems (NAICS) code assigned to this project is 335311 Power, Distribution, and Specialty Transformer Manufacturing, with a corresponding small business size standard of 800 employees. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Products and Services, and FAR Part 13, Simplified Acquisition Procedures. This solicitation will result in a stand-alone Contract with a single Awardee. Award from this solicitation to be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. 140R6025Q0047 - SOURCES SOUGHT NOTICE YELLOWTAIL AND CANYON FERRY EXCITATION SYSTEM UPGRADE NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A SOURCES SOUGHT SYNOPSIS TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY. The Bureau of Reclamation, Missouri Basin Regional Office, has a requirement to acquire a front-end upgrade of existing ECS-2100 voltage regulators by retrofitting new control boards and HMIs on existing generator units at two separate powerplants. The purpose of this sources sought notice is to identify and collect information on potential sources with the capability of providing these upgrades and control modules for the Bureau of Reclamation as described in the attached DRAFT Statement of Work (SOW). Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. Objective This specification establishes the requirements and characteristics that shall be met for the procurement of a DECS-2100 Digital Excitation Control System for use with a brush-type synchronous generator. 2. Description 2.1. System Overview The digital excitation control system will be designed to work directly into the generator main field and supply its voltampere requirements. The excitation system will be a high initial response design as defined by IEEE 421.2 and be provided with controls, limiters, and protection to safeguard the machine. The system will also offer an optional power system stabilizer (PSS) that operates in conjunction with the AVR/exciter function to dampen local-mode, inter-area, and inter-unit power system oscillations. The PSS will incorporate a user-selectable integral of accelerating power. The DECS-2100 will be provided with Windows-based software (BESTCOMSPro) for excitation system setup and commissioning. 2.2. Equipment Description The Basler Electric DECS-2100 Digital Excitation Control System is a multi-microprocessor-based control system with high computational speed of advanced control functions and algorithms. It provides detailed event recording, data logging, and communications to external control systems. The DECS-2100 can be scaled to generation units of all applications. A user-friendly PC software tool, BESTCOMSPro, is used to change settings for the various limiting and protection functions, download new system firmware, develop new system configurations, and retrieve diagnostic information. The DECS-2100 system may consist of multiple thyristor power converters, each with its own digital firing control. Multiple converters can operate with multichannel control logic for increased reliability.
