Upgrade of a brush-type synchronous generator’s excitation system using Basler Electric DECS-2100 Digital Excitation Control System. The system must provide high initial response per IEEE 421.2, include controls, limiters, and protection, and offer an optional Power System Stabilizer (PSS) that works with the AVR/exciter function to damp local and inter-area oscillations. It includes Windows-based BESTCOMSPro software for setup and commissioning, supports multi-microprocessor control with event logging and data logging, and can interface with PLC/SCADA/DCS through a local or remote operator panel (IDP-1500). Configurations may be single-, dual-, or three-channel with redundant power converters, and the equipment must meet extensive applicable standards and type tests (IEEE 421.x, IEEE 60255, IEC/EMC suites, and related environmental tests).

A Special Notice indicates a brand-name requirement for Basler DECS-2100, to be procured through simplified procedures as a firm-fixed-price contract to a single contractor. This is not a competitive quote request, but manufacturers or suppliers who can meet the Basler DECS-2100 specification are invited to submit information demonstrating their ability to provide the product and related services for government consideration. Key criteria include the Basler DECS-2100 system features, software, interfacing capabilities, and compliance with the referenced standards and system architecture.
