Summary

AI-generated · Aug 24, 2025

Repair and modification of a direct current motor (MOTOR, DIRECT CURRENT) under a firm-fixed-price contract. The contractor must repair/overhaul the item to meet the government’s functional/operational requirements using the contractor’s standard practices, with required markings (MIL-STD-130). The contract includes a teardown and evaluation rate and defined RTAT (repair time) targets; if RTAT is not met for any asset, a 1% per asset per month price reduction applies, with a reconciliation after final inspection and acceptance. Shipping is performed by the government’s NAVSUP shipping system, and the contractor must comply with Commercial Asset Visibility (CAV). Packaging follows MIL-STD-2073, and final government acceptance is required for all assets under the RTATs. The contractor must maintain inspection records for 365 days post-delivery, and there are specific design/material/part-number change procedures with defined coding, plus acceptance criteria for shaft conditions (scratches, marks, gouges, undersized diameters) as noted by NAVICP.

Between notices, the presolicitation indicated a sole-source action under FAR 6.302-1 and noted that the government does not own the data rights needed to source repair from other suppliers, directing potential bidders to ASSIST/DODSSP for standards and documents. It also stated a 45-day response window and referenced Buy American/Trade Agreements/Balance of Payments considerations. The formal solicitation expands with explicit technical and contractual details (including unit identification and two delivery destinations), and reiterates RTAT-based pricing, teardown/evaluation pricing, and reconciliation after final inspection, along with CAV, marking, and packaging requirements.
