This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. All businesses, regardless of size; capable of providing these items are invited to respond to this announcement and submit a capability statement for consideration. Capability statements received will be reviewed to determine a firm's previous experience performing similar work. The capability statements will be reviewed and used to determine an appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy. The Government does not intend to award a contract based on this notice or otherwise pay for information solicited. Proposed Project: The work requirement is to provide all personnel, supervision, labor, subcontractors, tools, materials, equipment, and supplies necessary to inspect, maintain, and repair electrical power generators and automatic transfer switch (ATS) units, in accordance with manufacturer instructions and all applicable regulations. The Bureau of Reclamation (BOR), Lower Colorado Region, requires comprehensive generator and automatic transfer switch (ATS) maintenance and repair services for Hoover Dam facilities.

The purpose of Amendment 0001 is to address vendor questions received in response to Solicitation 140R3026Q0002.

This amendment will provide answers to vendor questions and extend the solicitation response date from 2/23/26 to 2/25/26.

This amendment will provide photos of the data plates for Kohler generator data plates. The solicitation response date will remain 2/25/26.

The basis for this cancellation is due to the following: Vague technical descriptions that prevented accurate pricing and technical planning. Inconsistent terminology across sections, resulting in conflicting interpretations. Insufficient detail regarding government-furnished equipment and expectations for emergency response timelines. To preserve the integrity of the procurement process and ensure all potential offerors have a clear and fair opportunity to compete, the Government is cancelling the solicitation in its entirety. A revised and corrected solicitation will be issued once requirements have been clarified and documentation properly updated.
