A market-sensing notice seeks capability statements from qualified vendors to provide Bollard Lighting for the Orlando VA Medical Center. This is a sources-sought (no solicitation or RFQ at this time) used for market research to identify capable firms and SBA size classifications. Companies should demonstrate their ability to manufacture or supply outdoor LED bollards that meet the attached salient characteristics, including submittals (cut sheets, photometric reports in IES format, and material certifications) and a five-page capability statement outlining how you meet or exceed every requirement. Equal submissions are allowed, but must prove compliance with all bullets; pre-approval is required for any deviations.

The bollard specifications require a vandal-resistant, weather-ready design with a sand-cast aluminum housing, about 18W LED array (1,800–2,420 lumens) and selectable CCT of 3000K/4000K/5000K, Type III (medium-wide forward throw) distribution, full-cutoff with zero uplight, and 0–10V dimming. The unit must run on 120–277V, have areformance specs such as <20% THD, PF >0.90, IP65, -40°C to +50°C operation, and a robust base assembly enabling no-demolition retrofit and field maintenance. Finish is corrosion-resistant powder coat, with dimensions roughly 32 inches tall and 6-inch base footprint (plus other base-adapter features for retrofit to existing installations). The notice also asks responders to address Buy American provisions where applicable and, for SDVOSB/VOSB responses, to show the ability to supply a product manufactured by a small business. Responses are due by the stated deadline.

This is a SOURCES SOUGHT NOTICE ONLY. It is neither a solicitation nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for solicitation will not receive a response. The Government will not pay nor reimburse any costs of preparing this response. The source s sought notice is for market research purposes to make the appropriate acquisition decision and gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North America Industry Classification System (NAICS) 335132, Commercial, Industrial and Institutional Electric Lighting Fixture Manufacturing with an associated size standard of 600 employees. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 8 Orlando Contracting Team is seeking interested sources for Bollard Lighting for the Orlando VA Medical Center (OVAMC). See attached documentation to see the salient characteristics. If your business can meet or exceed the requirement, please provide a capability statement. The capability statement shall be limited to no more than five pages and must clearly state the following: Capability in industry to manufacture or provide the required Bollard Lighting. Offerors who cannot provide historical information from their company regarding the outlined attachment or similar scope and scale should provide corresponding information to show how the company would meet the OVAMC requirements. This information should provide level of confidence in the Government that an offeror would meet or exceed the delivery requirements to provide the required product.
