NOTICE OF INTENT to Sole Source Requirement NOTICE OF INTENT to Sole Source Requirement for design and install a passive integrated transponder tag scanner system consisting of six constructed backwater ponds on Imperial Nation Wildlife Refuge (INWR). Sol. No. 140R3025Q0084 The Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Acquisition and Assistance Management Office (AMMO), intends to negotiate and award a contract as a non-competitive, to Biomark LLC, 705 S 8TH ST, Boise, Idaho 83702-7112, Unique Entity ID: Q71YHFJ1EEP2. The Bureau of Reclamation, Lower Colorado Region, Multi-Species Conservation Program (LCR MSCP) has a requirement to design and install a passive integrated transponder (PIT) tag scanner system to monitor endangered razorback sucker (fish) at a site, consisting of six constructed backwater ponds on Imperial National Wildlife Refuge (INWR). We need the new system at Imperial Ponds Conservation Area to be compatible with the tag frequencies currently in use and the Biomark web portal, in use at other sites, so that fish population monitoring data can be compared between sites. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authorities of FAR 13.501 and 6.302-1. The NAICS for this action 334220 entitled Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, which has a small business size standard of 1,250 employees. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. Award is anticipated September 1, 2025, with an estimated period of performance September 1, 2025 to August 31, 2026. The government contemplates a Firm Fixed Price type purchase order. This is a Notice of Intent only and not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, explanation, and evidence as to how your company will provide the required Biomark LLC products and system to be compatible with the Biomark web portal system which shall be considered by the agency. Submissions are due by July 17, 2025. The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the quote, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
