Receiver-transmitter NSN 7R-5821-015311510-BL (delivery FOB origin) requires engineering source approval by the design control activity to maintain part quality. Only qualified, approved sources possess the unique design capability, engineering skills, and manufacturing/repair knowledge and retain data rights and technical data essential to maintaining quality; an alternate source must qualify under the design control activity’s procedures as approved by the cognizant government engineering activity. Because the item is flight critical and available data may not support full and open competition, government source approval is required prior to contract award, and only previously approved sources have been solicited. If not yet approved, proposals must include information per NAVSUP WSS source approval brochures for spares or repair; if the evaluation of a new source cannot be processed quickly, award may proceed to support fleet needs.

The action is described as non-competitive under FAR 6.302-1, with proposals from all responsible sources welcome to indicate interest and capability, but the government intends to solicit and negotiate with only one source. Responses are due within 45 days (30 days if award is issued under an existing BOA) from the synopsis date. Information and required documentation are available through NAVSUP WSS brochures, DODSSP, and ASSIST-Online; drawings are not available, and most documents can be obtained in PDF format via ASSIST-Online.

An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. The subject item requires Government source approval prior to contract award, as the item is flight critical and/or the technical data available has not been determined adequate to support acquisition via full and open competition.
