58--DISPLAY UNIT, IN REPAIR/MODIFICATION OF N0010425QND66
Summary
AI-generated · Aug 23, 2025Repair and overhaul of 57 display units (NSN 5895-016039583) to meet original specifications, with work performed under contractor repair/overhaul standards. All repairs must follow MIL-STD-129 marking and the contractor must reference the specific Cage Code/Reference (1JA77, 90-949-002-D). If you are not the original manufacturer, you must provide official OEM authorization. The material must be mercury-free unless the Procurement Contracting Officer approves otherwise, and if mercury is ever required, a formal approval and warning plate are needed. The contract requires the contractor to perform inspections and testing per the original manufacturer’s specs, maintain complete inspection records for 365 days after final delivery, and package per MIL-STD-2073. The government reserves the right to inspect, and the award will be bilateral with the contractor’s written acceptance required prior to contract execution. A provisional RTAT of 50 days must be proposed in the quote, and quotes must include: CAGE, unit repair price (FFP or estimated), repair turnaround time, monthly throughput constraint, whether the item is obsolete, and the repair/packaging CAGEs. Final acceptance is by the Government, and all related contract documents may be issued by various electronic means.
Presolicitation notes indicate a sole-source approach for the same 57 units (NSN 5895-016039583) with delivery FOB origin, and that the Government does not own the data rights or the rights to sources other than the original equipment manufacturer. The action is being pursued under FAR 6.302-1, with a 45-day (30 days if tied to an existing BOA) window for other sources to respond with interest and capability statements; responses will be considered to determine whether a competitive procurement should be pursued. Award will be made only if the offeror and item meet the qualification requirements cited in the solicitation (FAR 52.209-1). Market research indicates this may involve Buy American/Free Trade Agreement considerations (as applicable under DFARS clauses), and interested parties may identify capability to satisfy the requirement within the stated response period.

The most probable causes of contamination are direct-connected manometers, mercury vacuum pumps, mercury seals, or the handling of mercury in the immediate vicinity. Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4.
