Summary

AI-generated · Apr 24, 2026

Upgrade the Physical Access Control System (PACS) and CCTV at multiple VA facilities in Georgia, including the main campus in Decatur, Trinka Davis Village in Carrollton, and Fort McPherson in Atlanta. The work covers a complete PACS upgrade with 500+ card readers and code-entry devices and a central control unit, plus a CCTV system overhaul with about 500 cameras, 8 DVRs, and multiple monitors, software, and low-voltage wiring. The contractor will survey the facilities to verify security requirements, review design documents for PACS implementation, inventory existing equipment and wiring, and produce new construction bid documents to complete the PACS installation and add cameras in new areas.

Contract will be a firm-fixed-price construction project estimated between $5 million and $10 million, with a 183-calendar-day completion window from Notice to Proceed and decided via a Trade-Off Source Selection for best value. It is 100% set aside for certified SDVOSBs; firms must be SBA-listed SDVOSBs and SAM-registered, with joint ventures allowed under applicable rules. Subcontracting limitations apply for non-certified firms, and material costs are excluded from that calculation. A pre-proposal site visit will be held (date/time to be announced). The solicitation (36C24726R0096) is expected to be posted on sam.gov around 5/8/2026, after which responsive sources may submit proposals.
