48--VALVE LINEAR DIRECT, IN REPAIR/MODIFICATION OF N0010425QYL69
Summary
AI-generated · Aug 24, 2025Repair and overhaul of a linear direct valve assembly for Navy use. The contractor must restore the unit to NAVICP-MECH standards, perform a teardown and evaluation within 90 days of receipt, and then submit a firm-fixed-price quote for the full repair. Work must follow specified repair procedures, ensure mercury-free material, and include MIL-STD-130 marking and MIL-STD-2073 packaging. Final government inspection and acceptance are required within a target turnaround time of 400 days. The procurement is a total small-business set-aside; if you are not the original manufacturer, you must provide a signed OEM authorization letter. The award will be bilateral under Emergency Acquisition Flexibilities, with price-reduction provisions if RTAT is not met, and contracting documents may be issued electronically.
New information from the solicitation compared to the presolicitation includes a shift from a sole-source approach to a formal small-business set-aside process, with explicit OEM-authorization requirements, and detailed TD&E and pricing milestones. The notice now requires an estimated repair price, a teardown-and-evaluation rate, a defined RTAT (400 days) and related capacity constraints, and purchaser-friendly terms such as electronic issuance of documents, warranty, and quality/packaging standards, along with Buy American/Trade Agreements considerations and DPAS designation.
