Summary

AI-generated · Aug 24, 2025

Procure 32 (as stated) Hose Rupture Valves, P/N C188.2018.00, manufactured by Cometto (CAGE A5383). The notice indicates a sole-source approach, based on specialized engineering data rights and unique design capability retained by the approved source. If only one source is approved, certain mission-critical qualification rules apply; if two sources are approved or data exists to qualify an alternate source, different AMC constraintscome into play. The brand-name description and data rights imply that the government intends to negotiate with Cometto alone unless the required data rights or approvals change.

The resulting contract requires manufacturing of the specified valve to the applicable drawings and markings, with full configuration control per MIL-STD-973, and submission of engineering change proposals, deviations, and waivers as required. The contractor is responsible for inspection and quality assurance, must maintain inspection records for 365 days after final delivery, and must package per MIL-STD-2073. Government source inspection is required, and all contractual documents will be issued and accepted per standard DoD procurement practices. If an alternate item is proposed, a complete technical description must be provided for government review.

NSN 6X-4730-LWM050662, TDP VER 001, QTY 32 EA, DELIVERY FOB ORIGIN. NAVSUP Weapon Systems Support intends to solicit, on a sole source basis, sparereplenishment from Cometto SPA (A5383) for the procurement of 36 Hose Rupture Valves (P/N: C188.2018.00 32). This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if the data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid. This notice of intent is not a request for competitive quotes and the proposed/contract action is for supplies or services for which the Government intends to negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. Quotes received prior to the award date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
