The requirement is for delivery, installation and demonstration of the Entech 3100DM+ Oven Canister Cleaning System. The delivery time for equipment is 120 days from the contract award date, the warranty requirement is 12 months from the date of delivery and a 14-day delivery notification is required prior to delivery. The can cleaner restores previously used containers for use again in the analytical systems that perform volatile analysis of ambient air, indoor air and soil gas samples using EPA Toxic Organics (TO) method TO-15 (Volatile Organic Compounds (VOCs) collected in canisters). The product specified in this procurement is needed by LSASD and is only available from one manufacturer. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00. Pursuant to the authority granted by 41 U.S.C.253(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by FAR 6.302-1. The U.S. Environmental Protection Agency (EPA), Office of Mission Support s Acquisition and Grants Management s Branch intends to issue a purchase order to Entech Instruments, Inc. for an Entech 3100DM SL2+ Oven Canister Cleaning System. The sole source nature of this requirement is based on the determination that Entech Instruments, Inc. is the only organization that can support this requirement. Entech Instruments Inc. is uniquely qualified to configure and customize the equipment that is required for reuse of canisters used in the laboratory analysis process. The Entech 3112 Oven Cleaning System is the only cleaning system that can integrate with the laboratories existing equipment. A system that can integrate with the current laboratory setup is the best value to the Government because it avoids the installation and use of a second and duplicative operating system. Furthermore, integrated equipment allows for the common use and exchange of parts and supplies between the various systems in the laboratory. The vendor is the sole manufacturer of the equipment that is available on the GSA schedule. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
