Sources Sought Notice Title: Mobile Chiller for James A. Haley VA Healthcare System Synopsis: This is a Sources Sought notice seeking information and capabilities from qualified vendors for the procurement of a mobile chiller system for the James A. Haley VA Healthcare System. Due to spatial constraints, the use of two 500-ton chillers is not acceptable. This notice is issued for market research purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. Background: With the expansion at the James A. Haley VA Healthcare System (JAHVA), the current number of chillers is running at maximum capacity. If one chiller goes down for repairs, it will impact water temperatures to critical levels in areas of the hospital, causing major disruptions to hospital operations and patient care, potentially resulting in the need for patient relocation. Scope: The Facility Management Section requires a mobile chiller that can be used interchangeably at Building 100 Bed Tower and Building 39 Central Energy Plant (CEP). The contractor is expected to deliver the necessary components to build a mobile chiller package that meets or exceeds the salient characteristics provided. The solution must accommodate the following specifications: Design and engineering services, including mechanical and electrical analysis. Modification and insulation of a 40 long by 9 6 high shipping container to house the new chiller package. Provision of a 48 step deck trailer. Delivery of a 1000 Ton Dunham Bush modular magnetic bearing chiller with refrigerant 513A, 460V/3/60, 5 magnetic bearing compressors, electrical line reactors, internal variable speed drives, onboard controls (non-OEM and non-proprietary), BACnet compatibility, chiller isolation valves, and a five-year warranty on compressors (parts only) plus a one-year warranty on all parts and labor. Provision of a 100 HP base mount chilled water pump and a 100 HP base mount condenser water pump (both 460V/3 with 100 of head). Delivery of two 100 HP VFDs for pumps. Provision and installation of a package air conditioning unit to be mounted on a closed container. Purpose: The purpose of this requirement is to ensure backup chiller capability in case of failure, thereby maintaining continuous patient care. Warranty: The government requires a standard manufacturer industry warranty term. No extended warranty requiring advance payment will be accepted. Delivery Schedule: All deliveries to be made to 13000 Bruce B Downs Blvd, Tampa, Florida 33612. Place of Delivery: James A. Haley Veterans Hospital, Facility Maintenance Central Energy Plant Building 39, Tampa, FL 33612. Personnel Qualifications: Contractor personnel must be competent, dependable, knowledgeable, trained, certified, licensed, and experienced. The government reserves the right to request copies of personnel qualifications during performance. The contractor must provide the requested information within five (5) business days of the request. Possible relocation of patients. SCOPE: The Facility Management Section requires a Mobile Chiller that can be used where needed B100 or B39. The connections will be located at Building 100 Bed Tower and building 39 Central Energy Plant (CEP). The contractor shall provide and deliver major components to build mobile chiller packages that meets or exceeds the salient characteristics provided.

To address this need, the Engineering team proposes the purchase of a Mobile Chiller that offers the flexibility to be deployed at either location as needed. This mobile chiller will serve as a backup to mitigate the risk posed by faulty or broken chillers, ensuring the hospital's climate control system remains operational during repairs to the main chillers. The mobile unit can be rapidly relocated to any building experiencing chiller failure, thereby preventing any disruption in climate control and maintaining a comfortable and safe environment for patients and staff BACKGROUND: With the expansion at JAHVA, the current number of chillers is running at maximum compacity.
