Summary

AI-generated · Aug 24, 2025

Procure window installation for a military item, with related first-article testing (ballistic and non-ballistic product control) and labor/materials to complete the installation. A classified technical data package will accompany the solicitation, and award requires the contractor to hold a SECRET clearance prior to award; secure distribution of the classified document will be arranged. Access to export-controlled data is required, so bidders must have an approved U.S./Canada Joint Certification Program (JCP) certification and be approved by the DLA controlling authority to access export-controlled data; the award can proceed without delaying for approval.

Proposals may be submitted via DIBBS (preferred) or by email to the contracting officer; English language and U.S. dollar currency are required, with a 15 MB per-email size limit (larger proposals must be split). The Buy American Act may apply to one or more items; the item is military-use and not commercial per market research, and FAR Part 12 is not being used, though an offer to satisfy with a commercial item may be identified within 15 days. Drawings and specifications will be posted in a secure data repository (cFolders) after solicitation publication. Final award will be determined by a trade-off among price and non-price factors, with past performance, delivery, and price as evaluation factors; non-price factors collectively are more important than price.
