Identify domestic molders shoe production capabilities to meet U.S. Navy molders shoe requirements and Berry Amendment compliance. This market research (RFI) seeks production-quality samples and information from molders with the capacity to manufacture a specific boot style for Navy use. Respondents must provide production-quality samples (up to two styles), in Unisex/Men’s size 10, D width, including 1–2 full pairs per style and one pair cut lengthwise, plus a cost estimate, product descriptions, specification sheets, and test data, along with country of origin, chemical treatment details with SDS, Berry Amendment compliance documentation, and a list of other military users and available sizes. Submissions are proprietary, samples will not be returned, and no reimbursement is offered.

Design and performance requirements include a slip-on boot with side elastic gussets, low-calf height of 6 inches, two pull tabs for donning/doffing, black full-grain cowhide upper, knit lining, and a range of construction options (welted, modified welted, cemented, etc.). The outsole must be non-marking, oil-resistant rubber; a steel safety toe is required; weight must be reported; dry and wet slip resistance must meet ASTM F2913; bond strength between layers must be reported; flame resistance must meet NFPA 1971 limits; insole surface temperature must not exceed the specified threshold; and the footwear must meet ASTM F2413 Class I 75/C75 and EH for live-wire electrical hazard.
