This Sources Sought notice is being issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD), on behalf of the NSWCPD Division 40, Propulsion, Power and Auxiliary Machinery Systems Department Department. The Government is seeking information regarding the procurement of Original Equipment Manufacturer (OEM) Submarine Emergency Diesel Generator (EDG) Repair Services in accordance with the attached DRAFT Statement of Work. SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required materials (described in the Sources Sought Attachment) to meet Division 40 needs. NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 04 December 2025. Responses shall list "N64498-25-RFPREQ-PD-42-0013" in the subject line. No phone calls shall be accepted. This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. Thisnotice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Fairbanks Morse, Beloit, WI for Emergency Diesel Generator (EDG) Global Repair Services. The Government intends to make an award in the 3rd quarter of fiscal year 2026. The contractor shall provide US Navy Submarine EDG Original Equipment Manufacturer (OEM) services to perform damage assessment and failure analysis efforts, conduct shipboard and in-shop maintenance and repair efforts, and provide emergent technical support on US Navy Submarine EDG diesel engines and support systems. This support is applicable to the following ship classes: SSBN/SSGN 726 Class EDG 720 RPM, 1200/1300 eKW SSN 688 Class EDG 720 RPM, 800/850 eKW SSN 21 Class EDG 900 RPM, 1000/1065 eKW This is a follow-on procurement for this requirement. Based on the results of the sources sought notice published on 19 Nov 2025 on SAM.gov, in concurrence with the NSWCPD Director Small Business this procurement is not a small business set-aside. Pursuant to 10 U.S.C 2304(c)(1), Fairbanks Morse Defense is the only responsible source capable of fulfilling the Navy s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
