Summary

AI-generated · Aug 24, 2025

Manufacture the HATCH,MARINE part under a firm-fixed-price arrangement with strict Navy quality requirements: perform a contractor First Article Test (FAT) and obtain approval, followed by a Government First Article Compatibility Test; conduct Production Lot testing and ensure the item’s form, fit, and function within the end system. The item must be physically identified per MIL-STD-130, soldered assemblies must meet IPC J-STD-001 Class 3, and the design must reflect the Cage Code references provided. If FAT has already been approved, certain contract data requirements are waived (except PLT). The contractor is responsible for all inspection unless otherwise stated, with 100% inspection required and a Government compatibility test to be completed within ~45 days after receipt of the FAT unit/test report. Records of inspection must be maintained and available for four years after final delivery, and packaging must comply with MIL-STD-2073. The work is to be delivered to the MK 41 VLS Engineering Activity at Port Hueneme, CA, with Government rights to inspect and approve conformance throughout performance.

New information across notices: the presolicitation notes that the Government does not own the data rights to the item and that data rights for repair from other sources are uneconomical, signaling consideration of FMS and Trade Agreement/Buy American provisions, with an invitation for interested parties to identify capability within 15 days (not using FAR Part 12). In the subsequent solicitation, the offer due date was extended to 05 September 2025, and it now specifies that refurbished parts will not be accepted at this time; the core FAT, testing, marking, and quality requirements remain in effect.
