THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. This posting is for market research purposes only. The General Services Administration (GSA), Region 2, Public Buildings Service, is conducting market research to determine if there are any Small Businesses that have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. Project Summary Description: The GSA is seeking construction services for 1st Floor Build-Out, Binghamton Federal Building & Courthouse, 15 Henry Street, Binghamton, NY 13901. 1. Base Bid Work: Furnish all materials, equipment, labor, and supervision to perform all work described by the contract Documents for the 1st Floor GSA Tenant Build-Out. a, The contract work incorporates demolition, general construction, electrical, mechanical, plumbing, hard-wall partitions, security and telecommunication work to meet United States Government requirements as follows: Selective demolition of interior Architectural, Mechanical and Electrical systems, structures and finishes to support the renovation work. Reconfiguration of interior doors and walls as indicated in the contract documents (both drawings and specifications). Modifications of mechanical, plumbing, and electrical systems to serve the new uses of the renovated spaces, including but not limited to: VAV work in select zones Unit replacement/upgrades BMS sequencing, testing, and balancing Replacement of floor, wall, and ceiling finishes. Installation of specialty finishes as necessary, including acoustically rated systems. 2. The contractor shall expect to interface with the GSA Authority Having Jurisdiction (AHJ) for all major Life Safety contract submittal reviews & approvals. Typically, all submittals, once completed, will be grouped and transmitted to the AHJ for review and final approval. 3. Failure to coordinate the work successfully does not grant the contractor any special adjustments or considerations to their contract for additional time or fee. Contractor is to furnish all required labor, materials, and supervision to provide work outlined in the specifications and drawings developed by N.K. Bhandari Architecture & Engineering, P.C. titled 1st Floor Build-Out Binghamton Federal Building & Courthouse. All work shall be done by personnel skilled, certified, and licensed in the type of work involved. When new work adjoins, connects or abuts existing work or facilities, the existing work or facilities shall be altered as required and the connections made in an approved and professional manner. All existing work damaged by the Contractor s operations, other than the material or facilities to be removed, shall be repaired or replaced by the Contractor at no additional cost to the Government. Coordination for all building shut offs and roof penetrations are the responsibility of the General Contractor and must be coordinated with GSA Building Management and SDAC, the building maintenance group. Contractors and sub-contractors are required to follow all security requirements outlined in the drawings and specifications. Period of Performance: All Base Bid Work must be Substantial Complete no later than two-hundred ten (210) calendar days after the Notice of Award is issued. All remaining contract work must be completed and accepted by the GSA no later than two-hundred forty (240) calendar days after the Notice of Award is issued. A Final Inspection will be performed after all work is complete to the satisfaction of GSA and customer agency. The Substantial Completion Date will be established by the Contracting Officer after the Contracting Officer s Representative (COR) verifies that the project objectives have been met, and warranties, certifications, testing reports, and related documents indicating project completion has been received. All qualified Small Businesses, including 8(a), HUBZone, Service-Disabled Veteran-Owned and Woman-Owned, are encouraged to respond. The Government will not pay for any information received from this Sources Sought Notice. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The appropriate NAICS Code is 236220 with a size standard of $45 Million. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this sources sought notice is purely voluntary; the government assumes no financial responsibility for any costs incurred.
