Repair of NSN 7RH 1680 016679280 P8, a commercial common item used on the P-8A Poseidon, is being researched to identify eligible firms capable of performing the repair. The item is an unmodified COTS component, and the government does not provide proprietary technical data. Future procurement will require FAA-certified parts with an FAA Authorized Release Certificate and FAA Form 8130-3 Airworthy Tag from certified repair stations under 14 CFR Part 145. Respondents should indicate whether they are the OEM or can manufacture the part, confirm small-business status, provide a point of contact, and outline technical capacity. This is a market-survey with responses voluntary and no solicitation issued at this time; based on feedback, the government may set aside for small business or proceed with full and open competition.

The fire control panel for the P-8A is the subject of a competitive, 100% small-business set-aside solicitation to a single award winner determined most advantageous based on evaluation factors in priority order: RTAT/throughput, past performance, and price. Proposals must use FAA-certified parts with an FAA Authorized Release Certificate and FAA Form 8130-3, from certified repair stations under 14 CFR Part 145. The contract requires adherence to applicable FAR/DFARS/NMCARS commercial-items clauses, and includes specific RTAT requirements (90 days after receipt), a defined induction period (365 days), and acceptance of early/incremental deliveries. Contractors must provide a required throughput rate and notify the government of any engineering changes affecting interchangeability, performance, FAA certification, or part identification, with changes only allowed upon government written authorization. If only one acceptable quote is received, the procurement may shift to sole-source negotiations.
