Summary

AI-generated · Aug 23, 2025

Provision of a servo cylinder assembly (NSN 7RH 1650-01-469-1468 QE, P/N 349900-1015) for F-18 aircraft is being pursued. A limited or sole-source approach is planned due to government lack of manufacturing data, with proposals from all capable sources invited but only approved sources will be solicited. A source-approval process is required, and the government may consider non-competitive proposals received within 15 days; no delay in award will occur while source approval is pending.

For the procurement, 200 units are planned per award, delivered FOB origin. Engineering source approval by the design control activity is required to maintain part quality, and the chosen source must hold data rights or be an approved manufacturer; alternate sources must qualify under the design-control procedures. Documentation and standards are available via DoD ASSIST/DAPS; award will occur only if qualification requirements are met at time of award. The formal solicitation includes extensive contract clauses (identification/valuation, quality, Buy American/Trade Agreements, subcontracting, and other standard terms), and proposals may be submitted electronically (including by electronic mail). Delivery is 200 units within 365 days of award.

DLA Aviation Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to manufacture the items as specified within this document. The Government intends to solicit and negotiate with only one source or a limited number of responsible sources under the authority of FAR 6.302-1. The Government intends to solicit for the procurement of: NSN 7RH 1650-01-469-1468 QE, P/N 349900-1015 Servo cylinder Assy and the F-18 aircraft the item is used on or supports. The Government does not possess the data necessary to perform the required manufacture of the item. All responsible sources may express their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this Sources Sought Notice may be considered by the Government. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Only approved sources will be solicited, and source approval may be required. DLA Aviation Philadelphia will not delay the award while source approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in Source Approval Information Brochure for Spares. Additional information for submitting a Source Approval Request package can be obtained at: https://www.navsup.navy.mil The POC is (john.mccarry@dla.mil).
