04/30/2019: Add04/30/2019: Additional RFI Question Q. "one question regarding the responses to the RFI's, most notably question/response #14. Typically, the designer of record or BCES has the responsibility of reviewing submittals, and especially provide recommendations/stamps, I know we have our designers review submittals when it's a Design Build. Since this was a Design-Bid-Build, the designers should have it in their contract to do this. We can find the professionals to review submittals (although they usually won't provide recommendations/stamps unless they designed it)." A. The Designer of Record (DOR) contract is completed and did not extend into construction. The contractor is required to provide submittals that follow design. A submittal review by an engineer is not required for every submittal. If the contractor wants to deviate from design or specifications, then a stamped recommendation from the DOR, should be included with the requested change. The contractor is responsible for all costs incurred for changes to the design.
