TRANSPORTABLE GROUND RECEIVE SUITE

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract. The Colorado Army National Guard, 117th Space Battalion located in Colorado Springs, CO intends to solicit and negotiate with Raytheon Company the procurement of (6) AN/TSR-8 GBS Receive Suites, PN: 405400-3. (6) PLL Kits (1) ASL Kit. To the best of our knowledge, the AN/TSR-8 GBS Receive Suites are unique in their features and capabilities. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. Supporting documentation must be furnished in sufficient detail to demonstrate comparability to the AN/TSR-8 GBS Receive Suites. This notice of intent is not a request for competitive proposals. However, all information received by 8:00 a.m. MST, 30 October 2009, will be considered by the Government. A determination by the Government not to compete this proposed contract will be based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition will fall under NAICS 334220 with a small business size standard of $25.0. No solicitation document is available and telephone requests will not be accepted. The COANG Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Raytheon Company, 12220 SunriseValley Drive, Reston, VA 20191. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Company is the only known source that offers a AN/TSR-8 GBS Receive Suite in the United States and is capable of meeting the Governments requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. MST on October 30, 2009. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis will be based upon responses to this notice and is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
