Gaseous Helium (Cylinders)
Summary
The Government intends to execute an unrestricted procurement for delivery of 339,948 standard cubic feet (scf) Pressurizing Agent, Gaseous Helium (Cylinder) Type I, Grade A, 99.995% Purity, IAW MIL-PRF-27407C dated 29 Nov 06, NSN 9135-00-926-8888 and 31,524 scf Pressurizing Agent, Ultra High Purity Gaseous Helium (Cylinder) Type I, Grade E7, 99.9997% Purity, IAW Purchase Description dated 9 Feb 04, NSN 6830-01-103-8393.??? The Government anticipates awarding up to six (6) two-year requirements type contracts by 01 Jan 10. The expected period of performance for each is 01 Feb 10 through 31 Jan 12. The 6 possible anticipated requirement type contracts are as follows: 1 .) Eastern Region NON-BLM Grade A, 110,973 scf, 2 .) Eastern Region NON-BLM Grade E7, 1,065 scf, 3 .) Eastern Region BLM Grade A, 216,195 scf, 4 .) Eastern Region BLM Grade E7, 28329 scf, 5 .) Western Region NON-BLM Grade A, 12,780 scf, and 6 .) Western Region BLM Grade E7, 2,130 scf. Each of the 6 possible anticipated requirement type contracts will include the product specified above as well as possible storage of cylinders and pallets as well as line items for associated functions related to the cylinders such as Evacuate, Purge, and Charge, Marking and Labeling, Re-Certification – Hydrostatic Testing, Re-Certification – Ultrasonic Examination, Paint Maintenance, Demilitarization of Cylinders for Special Use, Vacuum Baking, Valve Replacement, Residual Pressure Back Check Valve Replacement, Cylinder Disposal Preparation, Packaging and Palletization, Reports and Documentation. The requirement for Eastern Region includes eastern part of United States, Europe, Hondouras. The requirement for Western Region includes western part of the United States, Fiji Islands. The source for helium will be divided between Bureau of Land Management (BLM) and non-BLM or commercial source. The BLM portion of the contract(s) will be fixed price with Economic Price Adjustment (EPA) and the non-BLM portion will be firm fixed price. Delivery for each of the 6 anticipated requirement type contracts will be FOB Origin into Government owned cylinders. Subject solicitation will be issued on or about 15 OCT 2009 and posted on the FedBizOps website at: www.fbo.gov. If you do not have internet access, a hard copy of the solicitation may be requested. Only written or emailed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
