This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this source sought notice must be in writing. The purpose of this sources sought announcement is strictly for market research and determine interest and capability of potential qualifications of firms relative to the North American Industry Classification Code (NAICS) 621991. The Defense Health Agency is seeking sources to provide Blood Products and Reference Laboratory Testing services at Naval Medical Center Camp Lejeune, NC 28547. The blood products include but are not limited to red blood cells, platelets, fresh/frozen plasma, cryoprecipitate with the addition of product attributes, and universal typing. The products will be on an as needed and on demand basis with an expedited turnaround time of one (1) hour for STAT requests, four (4) hours for ASAP requests, and 24 to 48 hours for routine requests, 24 hours a day, 365 days a year including federal holidays. Contractor will coordinate transport for the shipment, transit, and delivery as well as provide containers for pick up and drop off. The external advanced and confirmatory laboratory testing of blood encompasses HLA, IRL, Molecular testing, National references, and Neutrophil testing with receipt of testing results within 48 hours of receiving the specimen. The contractor shall arrange for transportation of the samples. Testing shall be performed by personnel with credentials commensurate with the testing difficulty in accordance with the Clinical Laboratory Improve Act (CLIA) of 1988. The estimated period of performance for this requirement is a base year with four one-year option periods. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (5) 8x11 pages using a font no smaller than 10 point. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
