Veterans with service-connected disabilities and an employment handicap may be eligible for VR&E services. You must have at least a 10% VA disability rating or be receiving benefits under Chapter 31. Active-duty service members awaiting discharge may also qualify.

You can apply online through VA.gov, by mail using VA Form 28-1900, or by visiting your local VR&E office. After applying, you'll be scheduled for an initial evaluation with a Vocational Rehabilitation Counselor to determine your eligibility and develop a rehabilitation plan.

A VRC is a trained professional who works with eligible Veterans to develop an individualized rehabilitation plan. They help assess your skills, interests, and abilities, and guide you through training, education, or employment services to achieve your career goals.

VR&E (Chapter 31) and other VA education benefits like the GI Bill (Chapter 33) cannot be used simultaneously. However, VR&E may provide additional support services beyond education benefits, such as employment assistance and independent living services. Your VRC can help you determine which benefit is best for your situation.

VR&E counselors can provide services remotely through phone and video conferencing. You can also request to work with a counselor from the nearest regional office. Some services may require in-person visits, but accommodations can often be made based on your location and needs.
