THIS IS A PRESOLICITATION NOTICE ONLY PRESOLICITATION NOTICE- Construct Women s Clinic Project Number 589A4-24-103 Scope of work: The General Description: This renovation will include full demolition of all existing finishes, interior gypsum walls, and selective removal of the atrium wall (brick and block construction); removal of all plumbing fixtures and select distribution lines; demolition of HVAC distribution back to the main lines; demolition of all lighting and power outlets and distribution systems in the work area; and removal of technology systems back to nearest technology closet. Detailed demolition consideration will be coordinated with Structural engineering for new entrance from the north corridor/atrium. New construction will include new walls, doors, finishes and casework; new plumbing fixtures and distribution connections, HVAC upgrades and distribution; electrical power upgrades and distribution; and technology systems revisions. Specialty ceiling features will be located in the corridor, procedure, and exam rooms. Finish selections were determined through close coordination with the facility and VA standards and guidelines for suitability, maintenance, and performance requirements. Coordination and provisions for relocating existing and VA-furnished new equipment will be based on a survey of existing equipment and product data received for any new equipment. The designed floor plan was developed through existing space audits by the design team with guidance from the Space Planning Criteria data provided on the VA Technical Information Library website. Review meetings were held with the Contracting Officer Representative and Integrated Project Team to fine tune the design and finalize the construction documents. Program elements and design features include: Waiting area with an approximate capacity of two patients MSA check in station Two procedures rooms with a shared restroom One exam room, which doubles as Telehealth/Consult room Two new restrooms One shared between procedures rooms One with access from the corridor 2 Nurse workstations Provider SWAMP, space for three providers Soiled and Clean Utility rooms Intake alcove Storage cabinets in corridor The overall design intent is to create a fully functional and dedicated Clinic for women veterans in the hospital. Patient safety and comfort, staff efficiency, and maximizing the utilization of existing infrastructure were among the most important goals of this renovation project. Well planned construction phasing will be critical for the Women Veterans Clinic project. The basement level below the Clinic functions for medical research which requires a calm and quite space. Work performed at the basement level, e.g., above ceiling, will require thorough communication from the General Contractor to the COR and strict adherence to the construction schedule agreed upon by the hospital s research staff. The COR must approve the phasing and work schedule from the General Contractor which may involve working on weekends and after hours. The project will create an opening in the south wall of the atrium which was formerly an exterior wall. The G.C. shall endeavor to minimize noise as well as the size of the construction barrier, as the atrium is a main pedestrian artery for the hospital. Similarly, the corridor west of the Clinic is a busy thoroughfare. Construction barriers required to shield the work of creating door openings on the west side of the Clinic will have to be built with the significant corridor traffic in mind as the construction barriers will create a pinch point in the corridor. Particular care must be taken for the construction of the lighting element at the new Clinic front entrance. Any questions regarding its design and construction should be asked of the COR and Architect immediately so as not to slow construction. Staging should occur within the perimeter of the Work due to the lack of usable staging space of an appropriate size adjacent to the work site. The Estimated range to complete this work is $500,000.00 to $1,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction Contractors), with a small business size standard of $45.0 million. The duration of the project will be 214 calendar days from Notice to Proceed to include contract closeout. This completion period includes submittals, all construction work, final inspection, cleanup of the premises and completion of as-built drawings and close-out documents. Award will be made utilizing the Lowest Price Technical Acceptable (LPTA ) Best Value type. Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, SBA Veteran Small Business Certification (VetCert) Registration, prospective contractors must be registered in SAM and in the SBA Vetcert databases under the applicable NAICS. Firms may obtain SAM information at https://sam.gov/content/home and SBA VetCert https://veterans.certifysba.gov. The solicitation package and drawings should be available for download on or about August 27, 2025, and the proposal due date will be on or about September 30, 2025. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
