Sources Sought for Insensitive Munition Explosive - 104 (IMX-104) Production Capability
Description
The Army is seeking information from foreign and domestic sources about designing, constructing, and commissioning a modern, efficient GOCO (Government Owned, Contractor Operated) IMX-104 production facility, to be located at Holston Army Ammunition Plant in Kingsport, TN or another CONUS site. The effort includes development and deployment of a capable production environment for IMX-104, with MIL-DTL-32425 emphasis noted in attachments; the government will host an Industry Day at Holston AAP (April 29–30) with briefings, facility tours of potential IMX expansion areas, and one-on-one meetings with government personnel, and there are specific registration and scheduling processes for attendees.
Response due date has been updated multiple times and is currently June 30, 2025. The government will also hold a virtual Industry Day in late May for questions and answers. Attendees will be divided into four groups for the in-person event, with pre-briefs, tours of selected plant areas, and times published in the Industry Day agenda (available in attachments); questions must be submitted by 5:00 PM Central on June 18, 2025, and the attached materials (including the updated Sources Sought and Q&A documents) provide the current requirements and any clarifications for interested firms.

April 30th will be reserved for additional one-on-one meetings, as necessary. There is no change to the due date for registration on April 11th, if you have already registered for the event, resubmission is not required. Update April 23, 2025 - The Industry Day agenda for April 29th and April 30th is provided. Attendees will meet with Government personnel at the Holston Business Development Center.
