Description

The purpose of this Market Survey is to improve the Government's understanding of the current marketplace and to identify capable sources. This Market Survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside any competition among the small business socioeconomic categories. Responses to this Market Survey will be used for informational purposes only to support the development of a strategy for the Federal Aviation Administration s (FAA s) contemplated Voluntary Safety Reporting Program (VSRP) Support acquisition and will not be released. This is not a Screening Information Request or Request for Proposal. The continuing mission of the FAA is to provide the safest most efficient aerospace system in the world. Within the FAA, the Air Traffic Organization (ATO) is responsible for ensuring the safe, expeditious flow of air traffic throughout the National Airspace System (NAS). VSRPs are a key component of the ATO Safety Management System (SMS), providing a method to identify and correct potential safety hazards. These important programs encourage voluntarily submitted safety reports from employees involved in the delivery of air traffic services and are foundational to a healthy safety culture. The FAA is currently working to modernize and transform these VSRPs and the platforms on which they reside while continuing to maintain critical day-to-day VSRP functions and activities. The FAA has a requirement for contractor support for the ATO s VSRP and ongoing VSRP modernization and transformation to include: Providing technical expertise in support of Event Review Committees including developing PowerPoint presentations, compiling sources events, and completing a preliminary review of VSRP report listings; Providing support for software and tools development, design, maintenance, integration, and implementation; Maintaining current VSRP systems and reporting tools; Maintaining FAA s confidential data and securing and maintaining all activities associated with the management of databases; and Creating and updating dashboards and other reporting tools in support of reviewing VSRP activities and outcomes. This work will support FAA efforts to identify safety concerns in order to utilize information received to identify risk and develop corrective actions. Included as Attachment A to this announcement is the draft Statement of Work (SOW) for the VSRP Support acquisition. The FAA requests responses from industry to include the following: Capability Statement: Responders must provide a Capability Statement that addresses the following: Address your firm s capability to meet the requirements listed in the Draft SOW (Attachment A). If there are certain requirements that your firm cannot meet, identify these specific requirements. How do you ensure compliance with confidentiality and data security requirements when managing sensitive data? What tools or processes do you use to maintain the integrity of databases? Describe your experience developing and maintaining dashboards or reporting tools for reviewing system activities and outcomes. How do you ensure they provide actionable insights while maintaining user-friendliness? Describe your experience providing accurate and timely program management support for a program similar in size and scope to the FAA s VSRP. What processes or tools do you typically use to track progress and meet deadlines? Describe your experience and provide examples of how you have integrated enhancements to applications and tools in other projects. Describe your experience and approach to supporting the design and redesign of complex modules like the Confidential Information Share Program database or features of the safety reporting programs. How do you ensure the system s interoperability with other databases and programs? Describe your experience and approach to supporting software development, including coding, testing, and integration. How do you ensure that any new software development aligns with both customer requirements and industry best practices? Describe your experience and approach to providing ongoing software upgrades and support to enhance the efficiency and effectiveness of existing software tools, including integration with other new or legacy systems. Describe your experience and approach to testing new software components, including integration testing, migration to cloud environments, and verifying the accuracy of system functionalities. How do you ensure that new updates or features do not disrupt current system operations? Describe your experience supporting the management and maintenance of complex software tools and applications. How do you ensure the security, usability, and continuous enhancement of a web-based support center and communication systems? Describe your experience ensuring secure data flow between different programs and databases. Describe your experience and approach to supporting web-based training resources and maintaining relevant online materials for users. How do you ensure that resources remain up-to-date and accessible to all stakeholders? Describe your experience ensuring applications are user-friendly while maintaining security and compliance with customer requirements. What COTS products would your firm use to run the ASAP Program for the FAA? This Market Survey must not be construed as an obligation on the part of the FAA to acquire these items. Since this is not a Screening Information Request or Request for Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on the SAM.gov website. It is the vendor s responsibility to monitor the website for release of the solicitation. The FAA will not entertain or accept unsolicited proposals for this work. The FAA will not be liable for any costs associated with the preparation of responses to this Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the Market Survey submissions will be solely at the interested party s expense. The FAA may request that one, some, all, or none of the respondents to the Market Survey provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA. Interested parties' responses must be submitted by email to the Contracting Officer listed below by no later than September 13, 2025 at 5:00 PM Eastern Time. Responses to this Market Survey are limited to 10 pages and must be in writing, on company letterhead, and must include respondent point of contact information including name, SAM UEI , telephone number, e-mail address, and mailing address. The Capability Statement must be written in Times New Roman font, size 12, with 1.0 inch top, bottom, and side margins. Any proprietary information submitted must be properly identified. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis.
