0. GENERAL INFO The information collected through this process is determined to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposals (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this notice shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Documentation submitted and received becomes the property of the U.S. Government and will not be returned nor will receipt be confirmed. Proprietary information will be safeguarded in accordance with the applicable Government regulations. 1. REQUIREMENT BACKGROUND The mission of the Air Force Office of Scientific Research (AFOSR) is to discover, shape, and champion basic research that profoundly impacts the future Air Force. To carry out its mission, AFOSR needs to have the best, most up-to-date situational awareness of the science and technology (S&T) enterprise, and associated research outcomes. Because the S&T literature grows exponentially, producing well over two million publications annually, the need for bibliometric databases to index, search, and summarize the vast scholarly output has never been greater. 2. REQUIREMENT CAPABILITIES AFOSR technical decision-makers require a Commercial Off-The-Shelf (COTS) tool to monitor the expanding scientific publication record, enabling the development of effective funding strategies and clear articulation of investment impact. Beyond supporting funding strategy development, this tool should also benefit other AFOSR functions: Leadership can use them for general awareness and task management, Public Affairs for monitoring public impact, IT for validating awardee outputs, and Research Protection for fulfilling monitoring requirements. Furthermore, the capacity to provide temporary guest accounts has proven valuable in past partnerships. AFOSR is requesting information from vendors capable of providing the full Dimensions Analytics suite, including the API, Google BigQuery, Altmetric Explorer, ReadCube, and the Research Security Dashboard, in addition to AFOSR-specific customization. Information regarding equivalent software solutions will also be considered but should explain how the outcomes are achieved. Capabilities List: Broad-coverage scientific data services. The data platform should cover the following scientific data sources: scientific publication literature preprint publication literature patent literature publicly available grant databases publicly available policy guideline documents publicly available technical report documents complimentary citation data alternative metric indicators linkages across above sources Research Security Application: Enabling thorough risk assessments of organizations and Persons of Interest, aligned with OUSD R&E policy (Sept 2023), including entity disambiguation, international collaboration analysis (NDAA 1286/1260H), career timeline review, compliance verification, institutional risk monitoring, and downloadable reports (including affiliation timelines within 5 minutes). Diverse Data Access: Offering web-based access (user-friendly), API access (data analysts), and data server connections (business intelligence software). Customizable Web Application: Supporting AFOSR-specific organization of research outputs, customized filtering, data enrichment, reporting, and research classification. Yearly Customer Support: initial system design and implementation continuous platform configuration technical subject matter expertise subscription and account management role based training for various AFOSR functions 3. GENERAL INFORMATION AFOSR is looking to secure a three (3) to five (5) year Software as a Service (SaaS) contract for data analytics software and platform subscription support. 4. DISCLOSURE This announcement is part of our market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including, but not limited to, small businesses and small business-led teams that qualify under the proposed NAICS Code 513210 (size standard of $47M) are hereby invited to submit a response to the market survey to demonstrate their technical, managerial and business capability to provide the requested services. Response to this Sources Sought notice is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. If you are a reseller/distributor, please describe any value-added services you offer as a reseller, such as implementation support, training, or managed services. Please review attached draft SOO and provide alternative suggested COTS solutions.
